Application Timelines
- To Universities in Foreign Countries: From September 8 to November 14, 2025, at noon Taiwan Time.
- To Universities in Mainland China: From October 7 to December 8, 2025, at noon Taiwan Time.

Please check the Partner School list for the respective enrollment quota and detailed application requirements. There is no quota limit for the tuition-based study program at UC Berkeley, University of East Anglia, or Edinburgh Napier University.

Eligibility
- Students must be enrolled at SU when applying for the exchange program. (Note: Undergraduate students may participate in exchange during their first extended year; students on leave of absence are not eligible to apply).
- Applicants must meet the specific requirements of the partner institutions to which they intend to apply.
- Applicants must meet the Foreign Language proficiency requirement announced annually by the Office of International and Cross-Strait Academic Exchange (hereinafter referred to as ICAE) every academic year.
- GPA and other requirement:
- The cumulative class ranking must be within the top 85% for undergraduate students. Cumulative GPA 80 out of 100 for graduate students.
- An 80% or higher in a grade for moral conduct grade is required.
- Applicants must have no record of disciplinary action under school regulations.
- The maximum duration for overseas study is one year (excluding dual-degree programs or other special projects). Priority will be given to applicants who have not previously participated in exchange programs at partner institutions.
Review Criteria for applications to Partner Institutions in Foreign Countries
- Undergraduate students: 40% for Cumulative GPA, 30% for CV, Statement of Purpose and Study Plan, 20% for Language proficiency certificates, 10% for Other Supporting Documents.
- Graduate students: 30% for Cumulative GPA, 40% for CV, Statement of Purpose and Study Plan, 20% for Language proficiency certificates, 10% for Other Supporting Documents.
Review Criteria for applications to Partner Institutions in Mainland China
- Undergraduate students: 50% for Cumulative GPA, 40% for CV, Statement of Purpose and Study Plan, 10% for Other Supporting Documents.
- Graduate students: 40% for Cumulative GPA, 50% for CV, Statement of Purpose and Study Plan, 10% for Other Supporting Documents.

Application Guidelines
- Tuition-waived Exchange Program to Mainland China is not eligible for part-time students (e.g., Bachelor and Master Program students of Extension Education).
- Tuition-waived Exchange Program: Students can have up to 6 preferences (志願) when applying to universities in foreign countries or in Mainland China. For each preference, please match the host university with the corresponding semester. Each preference is semester-based; therefore, if you wish to study abroad for 1 year (2 semesters), whether at the same university or not, please at least fill in 2 preferences.
- Tuition-based Study Abroad Program: There is no quota limit for the tuition-based study program at UC Berkeley, University of East Anglia, or Edinburgh Napier University. Therefore, please select institution(s) based on your individual needs; rank in order of preferences is not needed. If you wish to study at different universities for the fall and spring semesters, please select the matching semester or academic year for each university accordingly.
- Please select your preferences in accordance with the "Partner Institution List of Academic Year 2026-27" on the ICAE website. Failure to do so may result in your application being deemed invalid.
- When logging in to the application system, the basic data such as your name, department, student ID number, cumulative GPA, and class ranking will be filled out automatically. ICAE will verify the information after you complete the application.
- If you are a freshman or a transfer student, please provide us with your transcript of records from your previous university (GPA and cumulative class ranking included) via E-mail below. - ICAE will entrust the Center of Moral Education to check students' disciplinary records. Applicants with significant violations will be considered as disqualified.
- Applicants shall comprehend the policies regarding credit waivers and transfers at Soochow University. Should issues arise, such as ineligibility for credit waivers leading to graduation suspension, applicants will bear full responsibility.
- Students shall understand that the accommodation conditions vary among different partner institutions. Few schools in Asia and most ones in Europe do not offer on-campus housing, and only provide recommended off-campus apartment rental platforms or websites for students' reference. Students are responsible for their own accommodation arrangement and bear the associated rental risks.
- Students shall comply with “Soochow University Rules for Study Status during Abroad”, and need to pay full amount of SU tuition fees during exchange period. Students shall be fully aware that exchange program will be suspended in case of any violation, and all consequences will be at their own risk.
Document Upload Instructions
- Please merge your documents into 1 PDF file when uploading. Each file must not exceed 5MB. Please do not incorporate any special characters other than Chinese, English letters, or numbers in the file names when uploading your documents.
- CV: The layout shall be in A4 paper size. There is no limit for the content and the format, but the length is recommended to be under 2,000 words.
- Statement of Purpose and Study Plan: Please download the forms from the ICAE website (one form per institution) and place the documents in order of your preferences.
- Tuition-waived Exchange Program applicants to Foreign countries: please merge Forms A and B into 1 PDF file and place all Chinese documents at the front when uploading. Non-Mandarin speakers may submit Form B documents only.
- Tuition-waived Exchange Program applicants to Mainland China: please submit form A only.
- Tuition-based Study Abroad Program applicants: please submit Form B only.
- For Institutional Exchange, applicants shall submit language proficiency certificates issued after Jan 31, 2024. (JLPT test certificate issued after Jan 31, 2023). Any language certificate exceeding the validity period may still be submitted as a valid document; however, the scores may be deducted during evaluation. Nominated applicants shall submit valid language proficiency certificates if the partner institution(s) make the request.
- Other Supporting Documents: These may include letters of recommendation, certificates or licenses issued within the past 5 years, official proof of competition awards received within the past 3 years, extracurricular activities, internships, leadership certificates, etc. A maximum of 2 letters of recommendation is permitted, and feel free to use the ICAE template (for reference only; a standard letter format in any language is permissible). For the purpose of review and compilation, kindly refrain from sealing the letters of recommendation.
Result Announcement
- Applications will be reviewed by the International Exchange Committee. The selection list will be announced upon approval by the International Exchange Committee through the examination around the end of December 2025.
- Students must pay the guarantee deposit of NT$5,000 to the Cashier Division within one week from the announcement date of the selection list. They must then submit the original payment receipt along with a completed “Soochow University Institutional Exchange Confirmation Form” to the ICAE office. Failure to complete these steps by the deadline will be regarded as forfeiting the exchange placement. The deposit will be fully refunded upon fulfillment of all obligations stated in the Confirmation Form.
- Students should not request to change the host institution or the exchange semester. The exchange period is not extendable. Students who overstay their terms of study would be required to drop out of SU, and should assume liability for any consequences arising from the violation.
- ICAE will be assisting students in their further nomination and application. Those who are not officially accepted by SU partner institutions will be ultimately considered as disqualification. Partner universities reserve the right to adjust the placement based on the pandemic situation, their hosting capacity or the balance of student mobility.
- Students need to submit their study reports to Center for Global Engagement within one month upon their return, and would be invited to share personal experiences in the exchange program information sessions.
Credit waiver and transference
- Credit waiver and transference should be processed according to “Soochow University Guidelines of Waiving Study Credits”. Students should aware that Not All credits earned from host universities could be fully waived. Undergraduate exchange students are required to transfer a minimum of 1 credit upon completion of the program.
- Credit waiver and transference should be processed with students’ official transcript of records issued by the host universities upon their return to SU. The process should be completed by the first week of the semester. Graduation procedure can only be processed once credit waiver and transference is completed. Students shall be fully aware that partner institutions may not be able to issue their transcripts immediately, and might have to extend their studies at SU due to an incompletion of credits waiver caused by a late submission of transcript. All consequences such as suspension of schooling or delayed graduation will be at their own risk.
